How files are saved using Google cloud SQL? Is there any difference between DataStore and DB?

How files are saved using Google cloud SQL? Is there any difference
between DataStore and DB?

I'm just exploring on GAE
1 ) I was reading that Google Could SQL is a web service, then how are
files transferred using this service?
2) What is the difference between DataStore and a DB
