Can someone tell me how to use dbpatch

Can someone tell me how to use dbpatch

I am trying to use the dbpatch from https://github.com/dbpatch/DbPatch to
take incremental backup. I am not able to use the dbpatch create command
to actually make a patch file.
Any help would be useful.
